Liverpool coroner Andre Rebello said it was thew responsibility of anyone who buys or holds a lighter to 'keep children safe' from the potential dangers after the tragedy.

The inquest was told that Keira-Leigh's parents had separated and she was brought up by her paternal grandmother at her home in Dalmorton Road, New Brighton, Wirral.

But the accident happened when she was visiting her father, Sam Garland, who lived in a flat with his girlfriend and her four-year-old son in a multiple occupancy house in Dalmorton Road.

The inquest heard that concerns had been raised before the tragedy on April 16 about the number of cigarette lighters scattered about the property - which was divided into flats and bedsits.
